【摘要】
This paper constructs and expands the food-quality safety risk governance framework, including the risk formation mechanism and quality regulation system. The risk formation mechanism issues that quantity-quality substitutability is a fundamental condition for food fraud and separates the effects of resource input constraints from information asymmetry. This study considers the roles of penalties and rewards for the quality risk regulation institution. The results show that penalty-based quality regulation design is doomed to be not efficient because it can only mitigate the effects of information asymmetry. At the same time, a reward can further alleviate the impact of resource input constraints. Higher food quality is not always better, especially when resource input is constrained. Further, we conclude that the food-safety risk governance system designed by policymakers should consider the quantity and quality of food.

陈有华,广东省青年珠江学者,广东省优秀博士学位论文获得者。现任华南农业大学经济管理学院青年教授,华南农业大学丁颖高层次重点人才培养对象。已在国内外重要学术期刊发表论文50多篇,主持国家自然科学青年和面上基金等10余项。相关研究成果获广东省哲学社科优秀成果奖二等奖和广东省教育教学优秀成果一等奖等省级奖励5项,省部级领导批示2项。《Frontiers in Energy Research》Guest Editor、中国软科学理事会理事、粤港澳大湾区绿色发展联盟副秘书长,受邀担任《Nature Communications》、《Nature Food》、《经济研究》、《管理世界》等40多种学术期刊同行评审专家。
